Stakeholders in the public contracts chain in the Littoral region have advocated for the early awarding of contracts to ensure proper and effective execution. This call to action was made during a conference to launch the programming of public contracts for the 2026 financial year, which took place on Monday, December 15.During the conference, it was revealed that in 2025, some contracts were awarded as late as October, leading to poor or non-execution. In light of this, various stakeholders have united to ensure that 2026 will be different.

They emphasized that contracts must be awarded by April 30, 2026, at the latest, to allow for timely execution.Presiding over the conference, Aboubakary Tchiounto, the Secretary General of the Littoral Governor’s Office, stressed the importance of respecting the law to facilitate timely project awards and proper execution. He reiterated that the conference aimed to ensure effective programming and urged all participants to comply with legal requirements, warning that defaulters would face consequences.Mr. Boubakari, the Regional Delegate of Public Contracts for the Littoral region, acknowledged the challenges faced each year but expressed a commitment to continuous improvement. He noted that not all contracts were awarded in April as predicted by the minister, and he regretted that some contracts were awarded as late as mid-October, hindering project execution.Boubakari stated that their primary goal is to award all contracts by the end of April, ensuring that the remaining eight months are available for execution. He also mentioned that road projects sometimes require more efficient execution in the region. Highlighting the availability of digital solutions, he pointed out that these technologies enhance both speed and transparency, with all processes conducted online and opening sessions viewed live by nearly all bidders.
